Gather Ingredients
4 cups powdered sugar 2.5 Tablespoons meringue powder 6 Tablespoons water 1 teaspoon vanilla extract
Step 1
Use an electric mixer to beat together all ingredients on low speed
Step 2
Increase mixer speed to high and beat until mixture is stiff (reaches stiff peaks)
Step 3
Divide icing as desired and use food coloring to color as desired. This is your outlining icing.
Step 4
Thin some of the icing with a bit of water until you get the desired texture. This will be your "flooding" icing for filling your cookies.
Step 5
Use your thicker icing (outlining icing) to outline your cookies and for detail decorations
Step 6
Use thinner icing (flooding icing) to fill in the cookie decorations.
